Preheat the oven to 350°F (175°C).

Steam the broccoli until tender.

In a saucepan, melt the butter over medium heat. Stir in the flour, salt, and pepper until smooth. Gradually add the milk, stirring constantly. Cook and stir until thickened.

Remove the saucepan from heat and stir in the cheese until melted.

Place the steamed broccoli in a baking dish and pour the cheese sauce over it.

Sprinkle bread crumbs on top.

Bake in the preheated oven for 20-25 minutes, or until the casserole is heated through and the top is golden brown.
