  1. Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.
  2. In a large bowl, whisk together the flour, baking powder, salt, cinnamon, and nutmeg.
  3. In another bowl, beat the eggs and sugar until well combined. Add the vegetable oil, milk, and vanilla extract, and mix until smooth.
  4. Gradually add the wet ingredients to the dry ingredients, stirring until just combined. Fold in the grated carrots, diced apple, raisins, and walnuts.
  5. Spoon the batter into the prepared muffin tin, filling each cup about 3/4 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
  7. Remove from the oven and let cool in the tin for 5 minutes, then transfer the muffins to a wire rack to cool completely.
  8. Serve and enjoy!
