  1. Preheat the oven to 350°F (175°C). Grease a 9-inch (23 cm) round baking dish.
  2. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Add the egg and vanilla extract, and mix well.
  3. In a separate bowl, whisk together the flour, baking powder, and salt. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  4. Spread half of the cookie dough evenly into the prepared baking dish. Place the OREO cookies on top of the dough in a single layer.
  5. In a small bowl, combine the powdered sugar and cream cheese until smooth. Spread the cream cheese mixture over the OREO cookies.
  6. Drop spoonfuls of the remaining cookie dough on top of the cream cheese layer. Use a spatula to gently spread the dough to cover the cream cheese.
  7. Bake for 12-15 minutes, or until the edges are golden brown. Allow to cool for 30 minutes before serving.
