In a bowl, mix the chocolate cookie crumbs and melted butter until well combined. Press the mixture into the bottom of a tart pan.

In a small saucepan, heat the heavy cream until it begins to steam. Remove from heat and add the peppermint extract. Stir in the chocolate chips until melted and smooth.

Pour the chocolate mixture over the crust in the tart pan. Smooth the top with a spatula.

Place the tart in the refrigerator and let it chill for at least 2 hours, or until set.

In a mixing bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.

Remove the tart from the refrigerator and spread the whipped cream over the top.

Sprinkle crushed peppermint candies over the whipped cream.

Return the tart to the refrigerator and let it chill for an additional 30 minutes before serving.
