Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

In a separate bowl, melt the butter. Stir in the milk, eggs, and vanilla extract.

Add the wet ingredients to the dry ingredients and mix until just combined.

Divide the batter in half. In one half, mix in the cocoa powder. In the other half, mix in the white chocolate chips.

Spoon a tablespoon of the chocolate batter into each muffin cup. Top with a tablespoon of the white batter.

Use a toothpick or skewer to gently swirl the batters together.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
