  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually mix in the dry ingredients, alternating with the milk. Fold in the white chocolate chips.
  5. Pour half of the batter into the prepared baking pan. Sprinkle half of the dark chocolate chips on top. Pour the remaining batter over the chocolate chips and sprinkle the remaining dark chocolate chips on top.
  6. Bake for 25 minutes or until a toothpick inserted into the center comes out clean. Allow to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
  7. Cut into squares and serve.
