Preheat the oven to 350°F (175°C). Grease a baking dish.

In a saucepan, melt the butter over low heat. Remove from heat and stir in the sugar until well combined.

In a separate bowl, beat the eggs and vanilla extract. Add the egg mixture to the butter and sugar mixture, stirring until smooth.

In another bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Pour half of the batter into the prepared baking dish. Drizzle the caramel sauce over the batter, then sprinkle with chocolate chips. Pour the remaining batter over the top.

Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.

Allow the brownies to cool in the baking dish for 30 minutes, then transfer to a wire rack to cool completely.
