  1. Preheat the oven to 400°F (200°C).
  2. In a large bowl, combine the cabbage, carrots, bell pepper, and green onions.
  3. In a small bowl, mix together the soy sauce, sesame oil, cornstarch, and water.
  4. Heat vegetable oil in a skillet over medium heat. Add the vegetable mixture and cook until softened, about 5 minutes.
  5. Stir in the soy sauce mixture and cook for an additional 2 minutes.
  6. Remove from heat and let the filling cool.
  7. Place an egg roll wrapper on a flat surface. Spoon about 2 tablespoons of the vegetable filling onto the center of the wrapper.
  8. Fold the bottom of the wrapper over the filling, then fold in the sides. Roll up tightly, sealing the edges with water.
  9. Repeat with the remaining wrappers and filling.
  10. Place the egg rolls on a baking sheet lined with parchment paper.
  11. Bake for 15-20 minutes, or until golden brown and crispy.
  12. Allow the egg rolls to rest for 10 minutes before serving.
  13. Serve with your favorite dipping sauce.
