Preheat the oven to 350°F (175°C). Grease a donut pan.

In a large bowl, whisk together the pumpkin puree, sugars, eggs, vegetable oil, milk, and vanilla extract.

In a separate bowl, combine the flour, baking powder, cinnamon, nutmeg, and salt.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Spoon the batter into the prepared donut pan, filling each cavity about 3/4 full.

Bake for 12-15 minutes, or until a toothpick inserted into a donut comes out clean.

Allow the donuts to cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.

Once cooled, dust the donuts with powdered sugar.
