  1. Preheat the oven to 375°F (190°C).
  2. Peel and core the apples, then cut them into quarters.
  3. Roll out the puff pastry and cut it into squares large enough to wrap each apple quarter.
  4. In a bowl, mix together the brown sugar, butter, cinnamon, and vanilla extract.
  5. Place an apple quarter on each puff pastry square and spoon a tablespoon of the sugar mixture on top.
  6. Fold the pastry around the apple and pinch the edges to seal.
  7. Place the wrapped apples in a baking dish.
  8. In a small saucepan, heat the water and remaining sugar mixture until the sugar has dissolved.
  9. Pour the sugar syrup over the dumplings in the baking dish.
  10. Bake for 35-40 minutes, or until the pastry is golden and the apples are tender.
  11. Remove from the oven and let the dumplings rest for 10 minutes.
  12. Serve warm with a scoop of vanilla ice cream, if desired.
