Preheat the oven to 375°F (190°C).

Cut the cauliflower into florets and blanch them in boiling water for 5 minutes. Drain and set aside.

In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.

Gradually whisk in the milk and cook until thickened, about 5 minutes.

Remove from heat and stir in the cheddar cheese until melted.

Place the cauliflower in a baking dish and pour the cheese sauce over it.

In a small bowl, combine the parmesan cheese, bread crumbs, salt, and black pepper. Sprinkle this mixture over the cauliflower.

Bake for 30 minutes or until golden and bubbly.
