In a mixing bowl, combine the flour, granulated sugar, cocoa powder, baking powder, and salt. Stir in the milk, melted butter, and vanilla extract. Spread the batter evenly into the prepared baking dish.

In a separate bowl, mix the light brown sugar and cocoa powder. Sprinkle this mixture evenly over the batter in the baking dish.

Pour hot water over the batter, but do not stir. Sprinkle the chocolate chips on top.

Bake for 35 minutes, or until the center is set. Let it rest for 10 minutes before serving.
