Preheat the oven to 425°F (220°C). In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Cut in the butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.

Stir in the heavy cream and vanilla extract until just combined. Be careful not to overmix.

Turn the dough out onto a lightly floured surface and knead it gently a few times to bring it together. Pat the dough into a 1-inch thick rectangle.

Using a round biscuit cutter, cut out biscuits and place them on a baking sheet lined with parchment paper.

While the biscuits are cooling, slice the strawberries and sprinkle them with powdered sugar.
