  3. In a separate bowl, whisk together the flour, baking powder, and salt.
  4. Gradually add the dry ingredients to the butter mixture, mixing until just combined.
  5. Divide the dough in half. Leave one half plain and mix the cocoa powder into the other half.
  6. Wrap both doughs in plastic wrap and refrigerate for 30 minutes.
  7. Preheat the oven to 180°C (350°F) and line a baking sheet with parchment paper.
  8. Roll out the plain dough to 1/4 inch thickness and cut out desired shapes using Halloween-themed cookie cutters.
  9. Roll out the cocoa dough to the same thickness and cut out the same shapes.
  10. Place the cocoa dough shapes on top of the plain dough shapes, pressing lightly to adhere.
  11. Transfer the cut-outs to the prepared baking sheet and bake for 8-10 minutes, or until lightly golden around the edges.
  12. Remove from the oven and let cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  13. In a small bowl, whisk together the powdered sugar and milk to make a glaze.
