Rinse the rice under cold water until the water runs clear.

In a large saucepan, combine the rice and water. Bring to a boil, then reduce the heat and simmer until the rice is tender and the water is absorbed, about 15 minutes.

In a separate bowl, mix the cornstarch with a little milk until smooth.

In the same saucepan, add the remaining milk, sugar, and vanilla extract. Stir in the cornstarch mixture.

Cook over medium heat, stirring constantly, until the mixture thickens, about 10 minutes.

Remove from heat and let cool for 10 minutes.

Divide the pudding into serving bowls and refrigerate for at least 2 hours, or until set.
