  1. Preheat the oven to 350°F (175°C). Grease a loaf pan.
  2. In a large bowl, combine oats, all-purpose flour, whole wheat flour, baking powder, baking soda, salt, cinnamon, and nutmeg.
  3. In a separate bowl, mix molasses, buttermilk, vegetable oil, egg, and vanilla extract.
  4. Pour the wet ingredients into the dry ingredients and stir until just combined. Fold in the raisins.
  5. Pour the batter into the greased loaf pan and smooth the top.
  6. Bake for 45-50 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let it cool in the pan for 10 minutes. Transfer to a wire rack to cool completely.
  8. Slice and serve.
