Preheat the oven to 375°F (190°C).

Peel and thinly slice the potatoes.

In a large bowl, mix together the sour cream, butter, salt, black pepper, and garlic powder.

Add the sliced potatoes, grated cheddar cheese, and chopped green onions to the bowl. Mix well.

Transfer the mixture to a greased baking dish.

Sprinkle paprika on top.

Cover the baking dish with aluminum foil.

Bake for 30 minutes.

Remove the foil and bake for an additional 10 minutes, or until the top is golden brown.
