Preheat the oven to 375°F (190°C). In a medium bowl, whisk together the flour, baking powder, and salt.

In a large mixing bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. In a small bowl, combine the cinnamon and cream of tartar. Roll the dough into 1-inch balls, then roll each ball in the cinnamon mixture to coat.

Place the coated dough balls onto a baking sheet lined with parchment paper, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are golden brown. Remove from the oven and let cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and milk to make the filling. Spread a teaspoon of the filling onto the bottom side of one cookie, then sandwich it with another cookie. Repeat with the remaining cookies.
