  1. Preheat the oven to 375°F (190°C). In a medium bowl, whisk together the flour, baking powder, and salt.
  2. In a large mixing bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  3. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. In a small bowl, combine the cinnamon and cream of tartar. Roll the dough into 1-inch balls, then roll each ball in the cinnamon mixture to coat.
  4. Place the coated dough balls onto a baking sheet lined with parchment paper, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are golden brown. Remove from the oven and let cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
  5. In a small bowl, whisk together the powdered sugar and milk to make the filling. Spread a teaspoon of the filling onto the bottom side of one cookie, then sandwich it with another cookie. Repeat with the remaining cookies.
  6. Allow the cookies to rest for 30 minutes to let the filling set. Serve and enjoy!
