  5. Stir in the flour and cook for an additional 2 minutes.
  6. Gradually whisk in the milk and bring to a simmer. Cook for 5 minutes, or until the sauce thickens.
  7. Remove the sauce from the heat and stir in the grated cheddar cheese until melted. Season with salt and black pepper.
  8. In a greased baking dish, layer half of the sliced potatoes, followed by half of the broccoli florets. Pour half of the cheese sauce over the vegetables. Repeat the layers with the remaining potatoes, broccoli, and cheese sauce.
