  1. Preheat the oven to 350°F (180°C) and line a muffin tin with cupcake liners.
  2. In a mixing bowl, whisk together the flour, baking powder, salt, cinnamon, nutmeg, and cloves.
  3. In a separate bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.
  4. Add the eggs one at a time, mixing well after each addition. Stir in the pumpkin puree and vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  6. Divide the batter evenly among the cupcake liners, filling each about 3/4 full.
  7. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
