  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. Separate the Oreo cookies, placing the cream-filled side in a separate bowl and crushing the cookie part into crumbs.
  3. In a large bowl, whisk together the all-purpose flour, granulated sugar, cocoa powder, baking powder, and salt.
  4. In a separate bowl, whisk together the milk, vegetable oil, vanilla extract, and eggs.
  5. Gradually add the wet ingredients to the dry ingredients, mixing until just combined.
  6. Fold in the crushed Oreo cookies.
  7. Fill each cupcake liner about 2/3 full with the batter.
  8. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  9. Allow the cupcakes to cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.
  10. Once cooled, pipe whipped cream onto the cupcakes and sprinkle with Oreo crumbs.
