  1. Preheat the oven to 350°F (175°C) and line a cupcake tin with cupcake liners.
  2. Place 12 Oreo cookies in a ziplock bag and crush them into fine crumbs using a rolling pin.
  3. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  4. Add the milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.
  5. Stir in the crushed Oreo cookies.
  6. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove the cupcakes from the oven and let them cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
  9. In a mixing bowl, beat the butter until creamy. Gradually add the powdered sugar, vanilla extract, and milk. Beat until smooth and creamy.
  10. Pipe or spread the frosting onto the cooled cupcakes.
  11. Garnish each cupcake with a mini Oreo cookie.
  12. Serve and enjoy!
