In a large bowl, combine the flour, sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs. Add the water, 1 tablespoon at a time, until the dough comes together. Divide the dough into two equal portions, shape each into a disk, and wrap in plastic wrap. Chill for at least 30 minutes.

Preheat the oven to 375°F (190°C). On a lightly floured surface, roll out one portion of the dough into a 10x15-inch rectangle. Transfer to a baking sheet.

In a large bowl, toss the apples with the lemon juice. In a small bowl, whisk together the cornstarch, cinnamon, nutmeg, and vanilla extract. Add the cornstarch mixture to the apples and toss to coat.

Arrange the apple mixture evenly over the rolled out dough on the baking sheet.

Roll out the second portion of dough into a 10x15-inch rectangle and place it on top of the apples. Trim any excess dough and crimp the edges to seal.

In a small bowl, whisk together the egg and milk. Brush the top of the dough with the egg wash and sprinkle with turbinado sugar.

Bake for 45 minutes, or until the crust is golden brown. Allow to cool for at least 20 minutes before serving.
