  2. In a medium bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the softened unsalted butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  5. Stir in the hot water until the batter is smooth.
  6. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  7. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  8. Remove from the oven and let cool in the pan for 5 minutes. Then transfer the cupcakes to a wire rack to cool completely.
  9. In a small bowl, whisk together the powdered sugar, melted unsalted butter, cocoa powder, vanilla extract, and milk until smooth.
  10. Once the cupcakes are completely cooled, frost them with the chocolate frosting.
