Steam the broccoli florets until tender.

In a large bowl, combine the cooked rice, steamed broccoli, and shredded cheddar cheese.

In a separate bowl, whisk together the milk, eggs, diced onion, minced garlic, melted butter, all-purpose flour, salt, and black pepper.
