  1. Preheat oven to 350°F (175°C) and grease a 9x13-inch baking pan.
  2. In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, and salt.
  3. In a separate bowl, melt butter and let it cool slightly. Add eggs and vanilla extract to the melted butter and mix well.
  4. Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Stir in chopped pecans.
  5. Pour the batter into the prepared baking pan and spread it evenly.
  6. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove the cake from the oven and immediately sprinkle mini marshmallows and chocolate chips on top. Return to the oven for 2-3 minutes or until the marshmallows start to melt.
  8. In a saucepan, melt butter and stir in evaporated milk. Bring to a boil and remove from heat.
  9. Gradually whisk in powdered sugar until smooth. Pour the hot frosting over the warm cake, spreading it evenly.
