  1. Preheat the oven to 400°F (200°C).
  2. In a saucepan, combine water and butter. Bring to a boil.
  3. Remove from heat and add flour. Stir until the mixture forms a ball.
  4. Transfer the dough to a mixing bowl and let it cool for a few minutes.
  5. Add eggs, one at a time, beating well after each addition. Stir in lemon zest and juice.
  6. Drop spoonfuls of dough onto a baking sheet lined with parchment paper.
  7. Bake for 25-30 minutes or until puffed and golden brown.
  8. Remove from the oven and let cool completely.
  9. In a separate bowl, whip the heavy cream, powdered sugar, and vanilla extract until stiff peaks form.
  10. Slice the puffs in half horizontally and fill with the whipped cream.
  11. Dust with powdered sugar and serve.
