Preheat the oven to 350°F (175°C).

Peel and slice the potatoes.

In a saucepan, melt the butter over medium heat. Stir in the flour, salt, and black pepper until smooth.

Gradually add the milk, stirring constantly, until the mixture thickens.

Remove the saucepan from the heat and stir in the grated cheddar cheese until melted.

In a greased baking dish, layer half of the sliced potatoes. Pour half of the cheese sauce over the potatoes.

Repeat the layers with the remaining potatoes and cheese sauce.

Cover the baking dish with foil and bake for 30 minutes.

Remove the foil and bake for an additional 10 minutes, or until the top is golden brown.

Sprinkle with parsley before serving.
