Preheat the oven to 350°F (180°C).

Cook the rice according to package instructions.

In a large saucepan, melt the butter over medium heat. Add the chopped onion and minced garlic, and cook until softened.

Stir in the flour and cook for 1-2 minutes.

Gradually whisk in the milk, and simmer until the mixture thickens.

Remove from heat and stir in the grated cheddar cheese until melted.

Add the cooked rice and steamed broccoli to the cheese sauce, and mix well.

Season with salt, black pepper, and paprika.

Transfer the mixture to a greased casserole dish.

Bake for 20-25 minutes, or until the top is golden and bubbly.

Let it rest for 5 minutes before serving.
