In a medium bowl, whisk together the flour, baking powder, salt, and cinnamon powder.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the milk and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Pour the batter into the prepared baking pan and spread it evenly.

In a small bowl, mix together the topping ingredients: melted butter, sugar, and cinnamon powder. Sprinkle the mixture over the batter.
