In a large skillet, melt the butter over medium heat. Add vermicelli pasta and cook until golden brown, stirring frequently.

Add white rice, chicken broth, garlic powder, onion powder, dried parsley, salt, and black pepper to the skillet. Stir well.

Bring the mixture to a boil, then reduce heat to low. Cover and simmer for 15-20 minutes, or until the rice is cooked and the liquid is absorbed.

Remove from heat and let it rest for 5 minutes. Fluff with a fork before serving.
