Preheat the oven to 400°F (200°C).

Cut the top off each garlic clove and place them on a sheet of aluminum foil. Drizzle with olive oil and wrap tightly. Roast in the oven for 25 minutes.

While the garlic is roasting, peel and cut the potatoes into chunks. Place them in a large pot of salted water and bring to a boil. Cook until tender, about 15 minutes.

Drain the potatoes and return them to the pot. Squeeze the roasted garlic cloves out of their skins and add them to the potatoes.

Mash the potatoes and garlic together until smooth. Add the milk, butter, salt, and black pepper. Continue to mash until well combined.

Serve the mashed potatoes hot, garnished with chopped chives.
