  1. In a mixing bowl, whisk together flour, milk, eggs, salt, and sugar until smooth.
  2. Heat a non-stick skillet over medium heat and melt butter.
  3. Pour 1/4 cup of batter into the skillet and swirl to coat the bottom.
  4. Cook until the edges are golden brown and the center is set, about 2 minutes.
  5. Flip the blintze and cook for another 1-2 minutes.
  6. Repeat with the remaining batter.
  7. In a separate bowl, mix cream cheese and sour cream until well combined.
  8. Spread a spoonful of the cream cheese mixture onto each blintze.
  9. Roll up the blintzes and place them seam-side down on a serving plate.
  10. Top with jam or fruit preserves.
  11. Sprinkle with powdered sugar before serving.
