In a mixing bowl, whisk together flour, milk, eggs, salt, and sugar until smooth.

Heat a non-stick skillet over medium heat and melt butter.

Pour 1/4 cup of batter into the skillet and swirl to coat the bottom.

Cook until the edges are golden brown and the center is set, about 2 minutes.

Flip the blintze and cook for another 1-2 minutes.

Repeat with the remaining batter.

In a separate bowl, mix cream cheese and sour cream until well combined.

Spread a spoonful of the cream cheese mixture onto each blintze.

Roll up the blintzes and place them seam-side down on a serving plate.

Top with jam or fruit preserves.
