Preheat the oven to 350°F (175°C).

In a large mixing bowl, combine the whole wheat flour, all-purpose flour, brown sugar, baking soda, and salt.

Cut the unsalted butter into small pieces and add it to the dry ingredients. Use your hands or a pastry cutter to mix until the mixture resembles coarse crumbs.

Gradually add the milk, stirring until the dough comes together.

Transfer the dough onto a lightly floured surface and knead it gently until smooth.

Roll out the dough to a thickness of about 1/4 inch (6 cm).

Use a cookie cutter to cut out biscuits and place them on a baking sheet lined with parchment paper.

Bake for 12-15 minutes, or until the biscuits are golden brown.
