Preheat the oven to 425°F (220°C). In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, and salt.

Cut the butter into small cubes and add it to the dry ingredients. Use your fingers or a pastry cutter to cut the butter into the flour mixture until it resembles coarse crumbs.

Stir in the chocolate chips.

In a separate bowl, whisk together the egg, vanilla extract, and milk. Pour the wet ingredients into the dry ingredients and stir until just combined.

Turn the dough out onto a lightly floured surface and gently knead it a few times until it comes together. Pat the dough into a circle about 1-inch (5 cm) thick.

Cut the dough into 8 wedges and transfer them to a baking sheet lined with parchment paper.
