  1. Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, egg, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Stir in the boiling water, slowly adding it to the batter. Mix until the batter is smooth.
  5. Pour the batter into the cupcake liners, filling each about 2/3 full.
  6. Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. Once cooled, frost the cupcakes with your favorite frosting and decorate as desired.
  9. Serve and enjoy!
