  1. Preheat the oven to 350°F (175°C).
  2. In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.
  3. In a separate large bowl, cream together the softened butter and granulated sugar until light and fluffy.
  4. Beat in the egg and vanilla extract until well combined.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  6. Roll the dough into small balls and place them onto a baking sheet lined with parchment paper. Flatten each ball with the bottom of a glass.
  7. Bake for 8-10 minutes, or until the edges are set.
  8. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
  9. In a small bowl, whisk together the powdered sugar and milk to make the filling.
  10. Spread a teaspoon of the filling onto the bottom of one cookie and sandwich it with another cookie. Repeat with the remaining cookies.
