Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a large bowl, combine the bran, whole wheat flour, baking powder, baking soda, salt, cinnamon, and nutmeg.

In a separate bowl, whisk together the buttermilk, molasses, vegetable oil, egg, and vanilla extract.

Pour the wet ingredients into the dry ingredients and stir until just combined. Fold in the raisins and chopped nuts.

Divide the batter evenly among the muffin cups.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
