Preheat the oven to 375°F (190°C).

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the egg, vanilla extract, and milk.

Gradually add the dry ingredients to the wet ingredients and mix until combined.

In a small bowl, mix together the cinnamon and brown sugar.

Roll out the cookie dough into a rectangle shape. Sprinkle the cinnamon sugar mixture evenly over the dough.

Starting from one long end, tightly roll the dough into a log.

Cut the log into 12 equal slices and place them on a baking sheet.

Bake for 12-15 minutes, or until the edges are golden brown.

While the cookies are baking, prepare the glaze by mixing powdered sugar and water until smooth.

Drizzle the glaze over the warm cookies.

Allow the cookies to cool for 10 minutes before serving.
