In a mixing bowl, cream together the butter and granulated sugar. Add the egg and vanilla extract, and mix well.

In a separate bowl, combine the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the butter mixture, mixing until well combined.

Shape the dough into a disk, wrap it in plastic wrap, and refrigerate for 30 minutes.

Preheat the oven to 350°F (175°C). Roll out the chilled dough on a lightly floured surface to about 1/4 inch thickness. Use heart-shaped cookie cutters to cut out cookies.

Place the cookies on a baking sheet lined with parchment paper. Bake for 8-10 minutes, or until set. Let the cookies cool on the baking sheet for 5 minutes, then transfer them to a wire rack.

In a bowl, whisk together the powdered sugar, milk, and food coloring (if using) to make the glaze. Drizzle the glaze over the cooled cookies.
