  1. In a bowl, cream the butter and sugar until light and fluffy.
  2. Add the egg and vanilla extract, and mix well.
  3. In a separate bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  4. Gradually add the dry ingredients to the butter mixture, mixing until well combined.
  5. Add the milk and mix until the dough comes together.
  6. Divide the dough into two equal parts and shape each into a disc. Wrap in plastic wrap and refrigerate for 1 hour.
  7. Preheat the oven to 180°C (350°F) and line a baking sheet with parchment paper.
  8. Roll out the dough to a thickness of about 3mm (1/8 inch) on a lightly floured surface.
  9. Using a round cookie cutter, cut out an even number of cookies.
  10. Place the cookies on the prepared baking sheet and bake for 10-12 minutes, or until firm.
  11. Allow the cookies to cool completely on a wire rack.
  12. Once cooled, spread a small amount of jam or frosting on the bottom side of one cookie and sandwich it with another cookie.
  13. Dust with powdered sugar before serving.
