  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with liners.
  2. In a bowl, combine the chocolate cookie crumbs and melted butter. Press the mixture into the bottom of each cupcake liner.
  3. In another bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  4. In a separate large bowl, cream together the granulated sugar and softened butter until light and fluffy. Add the eggs, one at a time, beating well after each addition. Stir in the milk, vanilla extract, mint extract, and green food coloring.
  5. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
  6. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
