  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Begin and end with the dry ingredients, mixing until just combined.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. In the meantime, prepare the buttercream by beating the unsalted butter, powdered sugar, and vanilla extract together until smooth and creamy.
  9. Once the cupcakes are completely cooled, frost them with the buttercream using a piping bag or a spatula.
  10. For the chocolate toppings, melt the semi-sweet chocolate and heavy cream together in a heatproof bowl set over a pot of simmering water. Stir until smooth and glossy.
  11. Drizzle the chocolate toppings over the frosted cupcakes.
