  1. Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
  2. In a mixing bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy.
  3. Beat in the egg and vanilla extract until well combined.
  4. In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking soda, and salt.
  5. Gradually add the dry ingredients to the butter mixture, mixing until just combined.
  6. Stir in the chocolate chips.
  7. Scoop tablespoonfuls of dough onto the prepared baking sheet, spacing them about 2 inches apart.
  8. Bake for 10-12 minutes or until the edges are set.
  9. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
  10. In a small bowl, dissolve the instant coffee powder in the heavy cream.
  11. Add the powdered sugar and whip until soft peaks form.
  12. Spread a dollop of the mocha cream filling on the bottom side of one cookie, then sandwich it with another cookie.
  13. Repeat with the remaining cookies and filling.
