In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking soda, and salt.

Scoop tablespoonfuls of dough onto the prepared baking sheet, spacing them about 2 inches apart.

Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.

In a small bowl, dissolve the instant coffee powder in the heavy cream.

Add the powdered sugar and whip until soft peaks form.

Spread a dollop of the mocha cream filling on the bottom side of one cookie, then sandwich it with another cookie.
