Preheat the oven to 350°F (175°C).

In a large bowl, combine the flour, cocoa powder, baking powder, and salt.

In another bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the eggs, one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk.

Stir in the boiling water.

Pour the batter into a greased and floured 9-inch (23cm) round cake pan.

Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

Once cooled, dust the top of the cake with powdered sugar and serve with whipped cream.
