Preheat the oven to 325°F (165°C).

In a small saucepan, combine 1 cup of granulated sugar and 1/4 cup of water. Cook over medium heat until the sugar dissolves and turns amber in color. Pour the caramel into a 9-inch round baking dish, tilting it to coat the bottom evenly.

In a mixing bowl, whisk together the eggs, vanilla extract, milk, heavy cream, and 2 tablespoons of granulated sugar. Pour the mixture over the caramel in the baking dish.

Place the baking dish in a larger roasting pan. Fill the roasting pan with hot water until it reaches halfway up the sides of the baking dish.

Carefully transfer the roasting pan to the preheated oven and bake for 50-60 minutes, or until the custard is set but still slightly jiggly in the center.

Remove the baking dish from the water bath and let it cool to room temperature. Then, cover and refrigerate for at least 2 hours, or overnight, to allow the custard to set completely.

To serve, run a knife around the edge of the baking dish to loosen the caramel. Place a serving plate on top of the dish and invert to release the creme caramel. Serve chilled.
