  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.
  2. In a large mixing bowl, combine the all-purpose flour, granulated sugar, rolled oats, baking powder, salt, and lemon zest.
  3. Cut in the unsalted butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
  4. Press half of the mixture into the bottom of the prepared baking dish.
  5. In another bowl, toss the blueberries with lemon juice and vanilla extract. Spread the blueberry mixture evenly over the crust.
  6. Sprinkle the remaining crumb mixture over the blueberries.
  7. Bake for 35-40 minutes, or until the top is golden brown.
  8. Remove from the oven and let cool in the baking dish for 30 minutes.
  9. Cut into bars and serve.
