Preheat the oven to 375°F (190°C).

In a large oven-safe pot, heat olive oil over medium heat.

Add chopped onion and minced garlic, and cook until translucent.

Add barley and cook for 2 minutes, stirring frequently.

Pour in vegetable broth and bring to a boil.

Reduce heat, cover, and simmer for 30 minutes.

Stir in chopped carrots, celery, and frozen peas.

Season with salt and black pepper.

Cover the pot and transfer to the preheated oven.

Bake for 25-30 minutes, until the barley is tender and the vegetables are cooked.

Remove from the oven and sprinkle grated cheddar cheese on top.

Return to the oven for 5 minutes, until the cheese is melted.

Garnish with fresh parsley and serve hot.
