Preheat the oven to 450°F (230°C).

In a large bowl, whisk together the flour, baking powder, salt, and sugar.

Add the butter to the bowl and use a pastry cutter or your fingers to cut the butter into the dry ingredients until the mixture resembles coarse crumbs.

Gradually add the milk to the bowl, stirring until the dough comes together.

Turn the dough out onto a lightly floured surface and knead it a few times until it becomes smooth.

Roll out the dough to a thickness of about 1/2 inch.

Use a biscuit cutter to cut out biscuits and place them on a baking sheet.

Bake for 10-12 minutes, or until the biscuits are golden brown.
